No, this is not a joke (at least, I don't think so).
Here's a photo of some Chinese Firefighters and their motorcycles. Not what you'd expect, compared to other countries.
Somehow, it doesn't make sense to me..... where's the firefighting equipment ?
To me, it looks like a fire-red taxi with red gyroscope !! Someone want to explain this ....
