Some strange habits in Malaysia. Apparently they suffer from a lot of purse snatching by kids riding motorcycles in the Malaysian capital Kuala Lumpur. Youths, often unemployed, ride the city on their motorcycles, snatching purses from unexpecting, and usually female, pedestrians.
In order to fight this crime, the ruling political party are trying to a new idea. If these youth arrest 30 purse snatchers, they win a new motorcycle !
And what are they going to do with the new motorcycle.... snatch more purses of course. Duh ! 
Sorry Mr. Politicians... it doesn't make sense to me..
