China is a strange country at times, but then, all countries are. The policy in China's Northeast province of Jilin, is that 10% of all fines issued by the Police go to the individual Police Officer who issued the fine, and 20% to the Police station. Not a bad way to supplement your income. In the Hunan province, on a 25 kilometer stretch of a highway, there are 40 speed limit signs/changes and many speed cameras. Some speed limits force drivers to go at 20 kph. Anything to catch people at the wrong speed so that they can be fined. During 2006, at Gongzhuling City, US$143.000 were given to 50 traffic officers, representing a US$2,860 supplement of their salary!!!! Not a bad bonus for Western standards, but in China, this represents a large sum. This is obviously one way of creating wealthy cops. The moment extra money is given to Police Officers to do their job, they will abuse the situation, cops are human too. Are there any other countries where Police Officers get to keep a part of a traffic fine for themselves personally??
