GPS manufacturer TomTom Open link in a new window, has been collecting anonymous data provided by its GPS systems, monitoring the average speeds that motorcycles and cars equipped with TomTom's GPS are running at. TomTom defined congestion as when riders (or drivers) need to travel at 70% (or lower) of the posted speed limit, in cities with more than 500,000 inhabitants. From that, they have been able to compile a list of congested cities in Europe.

Monster traffic jam

The "Congestion Level" indicator shows you the percentage extra time you need to complete your trip, so in the case of the worse city, Brussels, a Congestion Level of 37.5 means you need 37.5% extra time to reach your destination.

The data is then re-used for TomTom's IQ Routes based, which calculates the realistic time for you to reach your destination.
