France: Electronic Tickets Enormous Windfall For Government

It's not only us civilians that are getting the most out of these new electronic devices like smartphones. The LEOLaw Enforcement Officer - any kind of Police Officer: municipal, state, federal or national. in France are getting more and more equipped with personal digital assistants (PDA) that are replacing the old fashion paper tickets.

Predominantly in the fight for parking fines, cops used to come up to your motorcycle (or car), write out a ticket and place a ticket under your windshield or in between your seats of your bike (or under the wipers of your cars). The carbon copy and original would go to some location where the data was entered into a computer that would start the clock. If you did not pay your ticket in time, you would get penalized.

But often, your parking ticket would be blown away, or some joker will have removed it. So then you end up paying an extra fine, something that has happened several times to me.

Also, the cost for processing the tickets is prohibitive for the government. Not only all the man hours spent entering tickets into the system, but also rectifying all the typo mistakes.

Electronic Tickets

But that is now almost all history. The Gendarmes and National Police, plus more and more municipal cops are getting equipped with these electronic ticketing devices.

They just enter your license plate, the "fault" (parking meter expired, next to a fire hydrant, yellow line, etc) and that's it. The PDA knows location, date and time and the data is uploaded into the central computer in real time.

An advantage of us

For us, it's actually an advantage believe it or not. The cops will now put a piece of paper on your bike saying that you have been ticketed, but it's only a "FYI", no data is on the ticket just a warning. The piece of paper will tell you that you will shortly receive in the mail the real ticket, and how to pay it. So even if the wind blows the piece of paper away, you'll not get fined extra.

An added advantage is that these PDAs are on-line. This means that if the vehicle being ticketed has been stolen, they'll know it immediately and can recover it.

An enormous advantage of the government

But the big winner is the government. First of all the reduction in manpower is enormous. The electronic ticket is 78% more effective than the paper one.

Also 67% of electronic ticket are paid immediately, in contrast with 50% for the paper ones. So money comes in quicker.

By 2016, 95% of all tickets will be digital according to the government, who have started an accelerated roll out of these devices, subsidizing many smaller cities so that they can get their hands on the devices.

But disadvantages are looming

But you can trust any government to use something that is helpful and turn it into something nasty. With these digital ticketing machines, the LEO will be able to ticket you without stopping you, or letting you know what you've done wrong (and letting you talk yourself out of the ticket). Did you just turn left without indicating? The cop car behind you presses a button on the device and a few days later you get the fine. Nasty.
