The press in France have reported a new way of getting out of points loss on your driving license. Here in France, you start with a capital of 12 points, and every time you do something stupid, they withdraw a number of points. Once you've got zero points, you lose your license, and will need to do the tests again (which takes a lot of time). The most common way of losing points is speeding. From experience I can tell you that you lose points very quickly. One quick acceleration on your motorcycle, and you've lost 2-3 points. Some clever folks have started a system, highly illegal but difficult to control. On several websites, you "buy" someone's points. When you get caught speeding, you'll get a nice letter from the government stating that you were caught speeding, and you'll lose xx points. You then go to one of the websites, and find someone who will "own" up to your speeding. You send the required money and the form you got from the government. The 3rd party fills in the form, stating that she/he was driving. They lose their points, you save yours. Everyone happy; you get to keep your points, the 3rd party gets money, and the government has some more money to spend on more radars.... Points don't come cheap. Expect 5-800 Euros per point (and you still need to pay the fine), but better than losing your license. Here's an example found on the web (email address was hidden by me):
