If something like this happens, does it mean that it's a police motorcycle now? Or is it just the back-up vehicle of the police car? Or did the biker find an open spot to park his bike?

In fact, it's the result of an accident close to Jacksonville. The police car was making a u-turn, when the motorcycle slammed into it (I'd say the cop was not looking at traffic). The motorcycle landed on the roof, while the biker was thrown over the roof onto the road.
Both biker and cop were unharmed.
