This is a great idea that the police have had in Cape Town , South Africa. There, like anywhere else in the world, many motorist drive their cages while talking on their mobile phone. Distracted as they are, they are a menace to all, especially motorcycle riders. Most countries will fine you when caught. But not in Cape Town. There the cops just take away your mobile phone, and you can come and get it back 24 hours later (unless it's a weekend, then you'll need to wait until Monday). You are allowed to remove the SIM car and any memory cards, but you'll need to be without a mobile phone for 24 hours, or you need to buy a back-up phone, just-in-case. Personally, I think it's a great idea. Giving a small fine is not "scary" enough, but forfeiting your phone for 24 hours is. There's a survey at the Via: link below to see if this is too much, or not enough. Have a look at the survey. Do you think they should do something similar where you live?
