Europe is anything but united. Europe is intended to be a USA type unity of countries, with uniformity between all member states. But the truth of the matter is so far away, that you'll need a Hubble telescope to see it. In fact, you'll probably find an inhabited planet before you find the truth here in Europe. Take for example speed limits. Two big countries, neighbors, you'd expect to have some similar policies regarding speed limits. Specially when the speed limits are imposed because of safety and ecology concerns. But no.... Italy are raising their speed limits to 150 kph, while in France, though not official, speed limits on many motorways are being reduced from 130 to 110 kph. Can you imagine the difference, a 40 kph speed difference between two countries which are neighbors. Then you throw in the Northern neighbor of France, Germany, where some motorways don't even have any speed limit. Italy are saying that it's safer to limit speeds at 150 since people are more aware at that speed, while France says it's safer at 110. They also say that you emit less CO2 at those speeds (allegedly you emit less CO2 at 10 kph so who knows, why not set it to 10 kph then....). It just doesn't make sense, but then politics never does. I guess you deserve the government you've elected...That is the only truth out there.
